I had to research this because a probationer of mine bought a muzzle loader.
In TX, a muzzle loader made before 1899 or a REPLICA of a 1899 or pre-1899 model black powder gun is not considered a firearm. And, a felon can own this. But, be aware that more modern designed models are not lawful

By federal law, black powder guns aren't considered ';fire arms'; when concerning felons. So a felon can legally own a black powder rifle.
States can be more restrictive. I would contact an attroney experienced in such matters just to be 100% on the safe side.
Yes in Massachusetts - they can use a Bow and Arrow too. If you are looking to prevent future crime, you're wasting your time - most felons generally don't consider the law before they act; hence being a felon. If you are simply interested in understanding the law as it pertains to Hunting or Target shooting, here goes:
In MA, Pellet guns are considered okay, but you cannot buy the pellets without a Firearms ID card - which a felon cannot obtain. The Powder, wad, balls or bullets associated with black powder musket are okay, because they are considered a primative arm and need to be combined to be used. I know guys who got charged with Assault and Battery and can only hunt with Black Powder or Bow and Arrow due to the ridiculous MA gun laws. Not sure about Cali...sorry
There are two things a felon needs to be concerned with:
The Federal Law prohibiting and their ownership of firearms, and also if their state has any additional restrictions.
Some state's allow felons to own firearms and will restore their rights. This has no bearing on their Federal status though.
Whoever this person is, really needs to discuss their specific case with an attorney.
Not in Arkansas. Pellet gun maybe.
Felons don't need guns of any type.
They need to work and go home after wards.
Doing stupid things like having a gun for no good reason and getting busted is what makes felons in the first place.
Forget the guns and get a normal life.
No firearms in California, of any kind.
Read California Penal Code section 12001 which states what is considered a firearm...and if your gun appears on that list then go to section 12021(a)(1) which states it's a felony to possess it......
I'm sure the mussel loader with be on the list....I don't think a pellet gun would be....

You almost don't have ANY 'rights' left in Californicate.....
