black powder is wierd. The muzzle loading black powder guns are not regulated the same way as cartridge fed firearms. Some states, counties and cities do still require registration. Sometimes the retailer will have their own policy regarding age. A Cabela's store I go to requires the purchaser is 21 or older, other stores state 18 or older. Most stores say age 18 to purchase cans of black powder, while others require 21.


You will probably have to check your city, county and possibly state laws to make sure if it is 18. Then find a retailer that honors 18 instead of quoting 21 on their own accord.
