Is 10% nitrogen, 10% phosphate, 10% soluble potash and 20% sulfur enough sulfur to make black powder?

Most black gunpowder recipes call for three ingredients, only one of which you have listed. All the procedures also list problems of handling the chemicals, especially the difficulty of correctly corning to get the proper size particles. It is not a trivial process.
