Why when I buy black powder i have to show ID and fill out paper work but not when i buy smokeless?

Black powder is an explosive!


Smokeless powder is a propellant...different BATFE rules.Why when I buy black powder i have to show ID and fill out paper work but not when i buy smokeless?
Black powder is more dangerous and easy to set off. Smokeless is much more safe.





Smokeless powder does not explode when unconfined, unlike black powder. In fact, technically, smokeless powder does not explode at all; it merely burns rapidly. Smokeless powders are classified as flammable solids. Probably because black powder is a low explosive that can be detonated by percussion, spark and other means. A pound or two in proper containers is safe enough with reasonable precautions, but it's still a more dangerous substance than smokeless powder, which is *not* an explosive. Unconfined smokeless powder will not detonate, nor is it sensitive to percussion.





All any thinking person has to do to stay safe is follow the use and storage instructions on the can.
people use black powder to make co2 cartridge bombs, rocket propelled explosives, pipe bombs, exploding mail order packages, and general blow stuff up usage. smokeless can do all of that too, but its impractical to use for that.





Don't see why you need to fill out paperwork though, black powder is easily made at home as an alternative.
It's still an explosive even with smokeless, enough of it you can still make pipe bombs and flash grenades

Black Powder is a Class A Explosive, as it is not dependent upon confinement to go boom.
move to a non commie state.....I have never filled out paperwork for black powder nor had to show an ID
move out of what ever state your in
