You can own and collect black powder guns. They are sold under Curio and Antique licenses. The problem is that as soon as you own the powder, ball and percussion caps ( even with the weapon NOT loaded), it is considered a deadly weapon.
Same thing for carrying on your person or in a vehicle. It is legal to collect. Keep it in the house only. Take it outside with NO items to load and it is considered possession of a dangerous weapon ( which is also a felony).
